ОСНОВНИ ДЕЙНОСТИ ПО ДОГОВОР № 111667/31.07.2025 г.:

• Изготвяне на инвестиционен проект, в т.ч. изготвяне и съгласуване на идеен и технически проект в пълен обем по всички необходими проектни части, свързани с изграждането на железопътна връзка с летище Пловдив;
• Изработване и предаване на проекти за ПУП;
• Изготвяне и предаване на проект за изменение на кадастралните карти в АГКК/СГКК;
• Изготвяне и предаване на специализирана информация за нуждите на ГИС на ДП НКЖИ;
• Изготвяне и предаване на технически спецификации за строителство;
• Изготвяне и предаване на оценки на имотите частна собственост.

Изпълнението на Договора е част от ПРОЕКТ „ТЕХНИЧЕСКА ПОМОЩ ЗА ИЗГРАЖДАНЕ НА ЖП ВРЪЗКА С ЛЕТИЩЕ ПЛОВДИВ“ с Рег. №BG16FFPR001-4.001-0003

ОПИСАНИЕ НА ПРОЕКТА:

Проектът включва изпълнението на подготвителните дейности, необходими за изграждане на жп връзка между гара Крумово и летище Пловдив:

• Изготвяне на инвестиционен проект и ПУП
• Оценка на съответствието с изискванията на ЗУТ
• Оценка на съответствието с изискванията на ТСОС
• ОВОС
• Теренни археологически проучвания
• Отчуждителни процедури и придобиване на земя
• Изготвяне на АРП и документи за кандидатстване за финансиране на строителството.

Последващото изграждане на железопътната връзка ще допринесе за развитие на устойчива мултимодална градска мобилност и ще осигури бърз трансфер за пътниците, с което ще се повиши нивото на обслужване, отговарящо на изискванията за съвременно придвижване. Общата цел на инвестиционния проект е да бъде осъществена връзка на съществуващата инфраструктура на железопътен възел Пловдив с летище Пловдив, съгласно стандартите на ЕС и европейските транспортни политики, постигане на европейските изисквания за оперативна съвместимост и подобряване на безопасността при експлоатация на железопътната инфраструктура.

        The railway line from Kicevo to the Albanian border is part of the Pan-European Corridor VIII, which connects Albania, North Macedonia and Bulgaria and is the only railway link from the Black Sea to the Adriatic Sea (from the port of Durres to the port of Varna). In North Macedonia, within the framework of Corridor VIII, there should be 309 km of railway line, of which 152 km have been built, from Kumanovo to Kicevo.

        The corridor should be considered as a single project covering the entire infrastructure – port, rail, and road. The completion of Corridor VIII will result in better transport and economic connectivity between the East and the West, as well as in improved efficiency of transport services. The section from Kicevo to the border with the Republic of Albania connects underdeveloped regions and the construction of a railway line in the area will stimulate their economic growth.

          The main activities implemented under the contract are:

Preparation of a feasibility study of the railway section, financial analysis and traffic forecasting studies;

Preparation of a conceptual design for the selected option for the railway line, including stations and turnouts, etc.

With the implementation of the investment project for doubling of sections along Plovdiv – Svilengrad railway line, as part of the First railway line (of the “high speed” category): Kalotina-West (state border with the Republic of Serbia) – Sofia – Plovdiv – Dimitrovgrad – Svilengrad (state borders with the Republic of Greece and the Republic of Turkey), the capacity of the railway line will be increased to accommodate the growing traffic, attract more international cargo and promote passenger transport by rail. Doubling the capacity of the railway line will reduce operating costs and ensure greater safety for train traffic. Funding for the project is provided by the Connecting Europe Facility (CEF). The objective of the technical assistance project, within the scope of the railway line Krumovo-Svilengrad- border with the Republic of Turkey, is to optimise the results of the previous and related developments, by updating the parameters and construction values and achieving project readiness (technical design, coordination, approvals, permits, etc.) for the railway section doubling.

Project implementation will result in:

• Increased competition in the transport market through improved quality of rail services;
• Increase throughput;
• Maintaining the railway track parameters achieved to ensure the design speed of 160 km/h;

        Karnobat – Sindel railway line is part of the Pan-European Corridor No 8, the alignment is well prepared in terms of design.

Together with the rehabilitation of Pyce – Varna railway line, the section to Karnobat can provide a faster connection to the south of the country. This, in turn, is a prerequisite for attracting additional cargo in the event of a tunnel under the Bosphorus. The construction of the railway line between Karnobat and Sindel started in 1981.

        The contract was executed in the following stages:

Stage I – Preparation of a methodology and organisational programme for the implementation of the project, including a schedule for the implementation of the individual stages and phases.

Stage II – Preparation of a technical status analysis of the existing project.

Stage III – Preparation of a priority design programme by sections.

Stage IV – Preparation of a Cost-Benefit Analysis and Financial Efficiency Analysis of the project.

Stage V – Assessment of the feasibility of using PPPs.

Stage VI – Detailed designs by sections and elements of the railway track.

Stage VII – Preparation of the Final Report.

  The total length of the section is 123 km. The study and design was comprehensive and included all parts of the infrastructure.

Plovdiv-Burgas railway line is a priority line in the national railway system and its rehabilitation will contribute to improving the quality of services and reducing transport costs. The higher speed and better quality of services will help increase the competitiveness of rail compared to other modes of transport.

The contract involves carrying out conformity assessment, contract coordination and construction supervision for the following lots/contracts:

1. Design and construction of signalling and telecommunication systems along Plovdiv-Burgas railway line – construction works for: signalling in 18 stations; ETCS, level 1 train control system; integrated dispatching system in Manole-Burgas section; GSM-R train communication system; laying of fibre optic cable;
2. Construction of overpasses/underpasses for Plovdiv-Burgas railway line in place of existing level crossings – removal of level crossings and construction of overpasses;
3. Construction of a protective forest belt in Chernograd-Aytos open track section to protect the railway track from adverse weather conditions;
4. Rehabilitation of Skutare-Orizovo railway section -renewal of the railway track, reconstruction of bridges, renewal of the existing catenary and signalling in stations;
5. Modernisation of Orizovo – Mihailovo railway section – renewal and construction of railway track and catenary, reconstruction of bridges, construction of a tunnel, modernisation of Chirpan traction substation, removal of level crossings, construction of overpasses and renewal of signalling in stations;
6. Modernisation of Yambol – Zimnitsa railway section, at Zavoy station – construction of railway track including at Zavoy station, construction of bridges, renewal and construction of new catenary;
7. Reconstruction of the switch layout at Zimnitsa station;
8. Rehabilitation of the catenary at Zimnitsa and Straldzha stations – renewal of the railway track, reconstruction of the track layout at Zimnitsa station, renewal of the catenary at Zimnitsa and Straldzha stations, renewal of signalling at Zimnitsa station;
9. Rehabilitation of Straldzha – Tserkovski railway section – renewal of railway track.

The main objective of the project is to achieve the characteristics of the railway infrastructure in accordance with Regulation (EC) No 1315/2013 on the Trans-European Transport Network (TEN-T), as well as the demand of transport service users for efficient transport. The project will also improve the quality of Plovdiv-Burgas railway line and will attract greater traffic to rail transport.
