The construction of the terminal is part of the strategy of the Ministry of Transport, Information Technology and Communications to accelerate the implementation of infrastructure projects that will increase the competitiveness of rail transport in the country. The development of combined transport will lead to an increase in the volume of rail freight transport, which is crucial to improve the current status of the Bulgarian State Railways.
The terminal was built in the area of the former ice point at Dragoman station. It includes two tracks, two side tracks used for loading and unloading with an operating length of 300 m, connected to Dragoman station, each track allowing for the service of 26 10-axle low railwagons. The completed works included: link road of the terminal with road 81114; manoeuvring area for boarding and disembarking Ro-La railwagons; area for emergency manoeuvring of motor vehicles; TIR-car park for 25 vehicles; lane-changing area with the possibility of short-term parking for 6 TIRs; extensions for emergency parking or passing other vehicles; service car park for mobile ramps, lifting equipment, cars, and light trucks; floodlighting of the terminal; mobile ramps, etc.
The aim is to ensure that heavy goods vehicles travelling from Europe to Turkey and the Middle East do not travel through the entire national road network, but be loaded onto trains at Dragoman station. A car park was built for waiting trucks to avoid congestion. Access to the terminal is provided by a link road from the existing international road to Kalotina, and the terminal itself can be accessed via a specially built bypass route.
